A Declaration of National Sporting Ambition
Uganda has formally declared its interest in hosting the 2031 African Games, a move that underscores a broader national ambition to rise as a continental sporting powerhouse. The announcement by the National Council of Sports is not simply an administrative milestone; it is a strategic signal that Uganda believes it has matured institutionally, infrastructurally and financially to handle an event of immense magnitude. For a country that has steadily built its reputation through athletics, rugby, boxing and other disciplines, this bid represents the next logical step in its sporting journey.
Understanding the Magnitude of the African Games
The African Games are organised by the African Union in collaboration with the Association of National Olympic Committees of Africa, making them the largest multi-sport gathering on the continent. Held every four years, the Games attract thousands of athletes, coaches and officials from more than 50 nations. They serve as a platform not only for competition but also for continental integration, youth development and qualification pathways to global events such as the Olympic Games.
A Bid Rooted in Long-Term Planning
Uganda’s interest in hosting the 2031 edition is rooted in years of incremental preparation. The country has undertaken renovations of key facilities, strengthened governance structures within federations and improved coordination between government and sports bodies. These reforms have enhanced accountability, improved talent identification systems and created a more stable framework capable of supporting an event that demands meticulous coordination across sectors.
Leadership and Technical Direction
The bidding committee is chaired by Milton Chebet, working alongside seasoned administrators Peninah Kabenge, Collin Ssemanda and Dovic Nassuna. Their collective expertise spans operations, athlete welfare, finance and international relations. The team’s responsibility extends beyond drafting documents; they must articulate a compelling vision that assures Africa of Uganda’s readiness in areas such as accommodation capacity, transportation networks, security frameworks, medical preparedness and post-Games legacy planning.
Inspection Mission Signals Serious Intent
A joint delegation led by Dr Decious Chipande of the African Union Council is currently conducting an on-ground inspection of proposed venues and infrastructure. This evaluation is a crucial phase of the bidding process, involving technical assessments of stadium conditions, training facilities, athlete villages and logistical routes. The delegation’s findings will determine whether Uganda’s ambition is matched by tangible readiness.
Mandela National Stadium at the Centrepiece
At the heart of Uganda’s proposal is the iconic Mandela National Stadium, widely known as Namboole. As the country’s largest sporting arena, it has historically hosted international football fixtures, athletics championships and major national celebrations. Its capacity, accessibility and symbolic importance make it the natural choice for opening and closing ceremonies, provided ongoing upgrades meet the stringent technical requirements set by continental authorities.
Hoima’s Role in Regional Inclusion
The inclusion of Hoima City Stadium highlights Uganda’s intention to decentralise the Games. Hoima’s emergence as a fast-growing urban centre aligns with broader national development goals. By staging events there, Uganda aims to distribute economic benefits, stimulate local enterprise and promote infrastructure growth beyond the capital, ensuring that the Games leave a nationwide legacy.
Akii-Bua Stadium and Northern Revival
In Lira, Akii-Bua Olympic Stadium stands as both a tribute to Olympic champion John Akii-Bua and a symbol of regional revitalisation. The stadium’s proposed role in the Games underscores a commitment to national inclusivity. Upgrading and fully utilising this facility would not only meet competition needs but also re-energise sports participation in northern Uganda.
Technical Experts Assess Feasibility
The visiting inspection team includes Sid Ahmed Selmi, Chairperson of the Technical Committee for the African Games, Penalva Caesar, responsible for Games Services, and Lina Paul Kessy, Senior Sports Officer at the African Union Sports Council. Their evaluation covers structural compliance, safety standards, accommodation logistics, transport efficiency and athlete welfare provisions. Their technical judgement will carry decisive weight in the final verdict.
A Carefully Structured Financial Blueprint
Uganda has proposed a budget of 94 million US dollars to stage the Games under the theme “Uganda, Kyekiseera.” The phrase communicates readiness and timing, reinforcing the belief that the country has reached a moment of preparedness. The financial blueprint encompasses infrastructure upgrades, event management systems, security deployment, medical services, broadcasting arrangements and contingency planning to ensure fiscal discipline.
Economic Impact Beyond Sport
Hosting the African Games would likely catalyse significant economic activity. Infrastructure projects would generate employment in construction and engineering sectors, while hospitality, tourism and transport industries would experience heightened demand. International exposure could also attract foreign investment and strengthen Uganda’s brand as a stable and capable destination for global events.
Social and Cultural Resonance
Beyond economic gains, the Games would offer an unparalleled opportunity to showcase Uganda’s cultural vibrancy. Traditional music, dance, cuisine and art would feature prominently in ceremonies and side events, presenting a narrative of unity and diversity. At community level, the presence of elite athletes could inspire young people to pursue disciplined sporting careers.
Reflecting on Accra 2023
The last edition of the African Games was staged in Accra in 2023. Uganda’s athletes delivered a commendable performance, securing 20 medals across various disciplines. Successes in badminton, cycling and both men’s and women’s rugby sevens demonstrated growing technical depth and competitive resilience.
Momentum for Greater Achievement
Uganda’s medal haul in Accra has strengthened internal belief that hosting the Games could elevate performance standards even further. Home support, enhanced preparation facilities and increased investment in sports science could position Uganda for its most successful continental campaign yet.
A Defining Chapter Awaiting Decision
As the evaluation process progresses, Uganda’s bid stands as a testament to national confidence and forward-thinking leadership. Should the continent award hosting rights to the Pearl of Africa, the 2031 African Games would mark a transformative chapter, one defined by infrastructure growth, cultural celebration and athletic excellence on a truly continental stage.
